Provides career counseling, training courses, wage subsidies, and startup support for the unemployed. Training can include vocational courses, self-motivated training with benefits, and labor market training.

Unemployed job seekers registered with TE Services in Finland. Also available to employed people at risk of unemployment. Moving to municipal employment services in 2025.
